International Mobility Program (IMP)

LMIA stands for Labour Market Impact Assessment, which is a process conducted by the Government of Canada to determine if there is a need for a foreign worker to fill a job vacancy in Canada. There do exist a number of options such as the International Mobility Program (IMP) which allow Canadian employers to hire foreign workers more quickly and easily in certain circumstances, without requiring an LMIA. The IMP is primarily administered by Immigration, Refugees and Citizenship Canada. 

These LMIA exemptions are based on the following conditions:

  1. Broader economic, cultural or other competitive advantages for Canada; and
  2. Reciprocal benefits enjoyed by Canadians and permanent residents.

The IMP includes several categories of workers, including those who are exempt from the LMIA requirement due to international agreements, reciprocal employment, or significant benefits to Canada. For example, workers who are covered by international trade agreements, such as NAFTA, may be exempt from the LMIA requirement if they meet certain criteria. Similarly, workers who are being transferred to a Canadian branch of a company may be exempt if they meet the criteria for intra-company transferees.

The IMP also includes several categories of workers who are not exempt from the LMIA requirement, but for whom the LMIA process is streamlined. These include workers in certain fields, such as research or academia, or workers who are coming to Canada for short-term work assignments.
